A CALL FOR SELF RELIANCE!
April 24, 2012 has passed, the Governor General has spoken, the people await the Budget Debate on May 8, 2012 that will begin the public process of discussion on the estimates of income and expenditure for 2012/2013. I believe that the anticipated debate will generate the highest level of interest in a Budget ever experienced since independence.
There will be many interesting developments aimed at revitalising the economy and can only further energise the private sector to become partners with the government in pursuit of achieving the objectives that will be set out in the Budget.
Business is driven by profit and business persons regardless of party in power will always seek to generate reasonable levels of profit. Therefore, any budget that helps the bottom line will be met with favourable response. The budget will soon be finalised with the necessary votes in the House and in the Senate regardless of what anyone believes or thinks should be contained therein. That is the nature of things as they relate to government actions in the house. Majority rules.
Our distinguished Governor General, Her Excellency, Dame Pearlette Louisy presented a throne speech that calls all citizens to battle in a unified army. There was no rosy picture painted. The reality of the world economic situation at this time was highlighted and a call for self reliance is noted. We can no longer rely on others to do things for us; we must now do things for ourselves.
There are things which were left undone in the past, which must now be given priority. What are the steps needed to take us forward. New ideas! New industries! Everybody knows there is money in music/entertainment business. Most of the people who have the talent are poor people. It is time to put an end to the lip service that was offered for years and years. It is time for a Creative Industries Fund that will support and invest in creative people. Talk is cheap, it takes real money not token money to make things happen in any industry that has potential for global demand. We have the talent, not only are some of our manufacturers world class, our creative people are also. Let us rally behind them.
Value Added Tax (VAT) will be very much a part of the Budget and it is very likely that we are stuck with it. There are many among us who wish it would never happen but there are certain things in life that must come to pass, it is just a matter of time. The time for VAT in St. Lucia seems to have arrived. What is important is going forward. I feel the Budget will have something for everyone. Select your area and go for it. The test in the end will be how many new ideas were translated into productive, high profit yielding ventures. I must emphasise the point that it will take government’s invention in most cases to ensure successful outcomes.
Let us pray that the Creator will give us a new spirit so that we can respond to the pressing needs of the nation. Let us begin with a commitment to work together for the benefit of all.
